allow visitors to add a link

Hi, is it possible to create a section containing list of links organized in category where visitors can add links on each category?

I would like to check the link before publish..

so, I would like to achive this collection of links organized in category by myself using the beckend and by the contribute of users... Someone who is visiting my site could post a link in a category, then I check the link and finally I decide if publish it or not..I hope you can understand me..

Is it possible?
